I think theres a description on the Rutex web site.

There tied to the A & B lines then to 5 volts TTL encoders, Around 470 ohm's, Hears the link to look at,

Ken, that's a pretty wide open question.  What are you trying to accomplish, hook up etc?  If you can give us an idea of what you are trying to do, then perhaps someone can tell you how pull-up resistors relate to that subject.

 I will asume you are refering to encoders? in which case you should refer
to the manufacturer of the encoder's specsheet.
